Los Angeles County has agreed to assume responsibility for the annual homeless count and the related federal grant application. The city and county, however, continue to dispute control of other homeless programs.
The change comes amid a long‑standing disagreement between the city and county over oversight of homeless services. The Los Angeles Homeless Services Authority has also been dealing with operational challenges.
