Caisse Halts Funding for Brossard REM Tower Project

The Caisse de dépôt et placement du Québec announced on July 28 that it has indefinitely suspended its financial participation in the residential tower development planned next to the Panama station of Montreal’s Réseau express métropolitain in Brossard, Quebec.

The project envisions the construction of large apartment towers adjacent to the Panama REM station, with construction originally scheduled to begin in the fall of 2026. The development was intended to add significant housing capacity in the area surrounding the new transit hub.

With the Caisse withdrawing its investment, the financing structure of the tower scheme is now uncertain. The indefinite nature of the halt means that developers will need to secure alternative sources of capital before any ground‑breaking can occur, and the previously set timeline for the fall 2026 start is effectively on hold.

The decision arrives as the province’s REM network continues to shape transit‑oriented development across the Greater Montreal region. Projects near new stations have been promoted as catalysts for densification and economic activity, and the suspension of funding for the Brossard towers highlights the reliance of such initiatives on stable institutional backing.

The Panama station, part of the REM’s South Shore extension, is positioned to become a focal point for new residential and commercial activity.
