Two Montreal legal rights organizations have filed an application with the Quebec Superior Court asking that the city’s recently adopted anti‑insult bylaw be struck down.
The groups argue that the bylaw’s broad restrictions on behaviour toward municipal employees, particularly police officers, infringe on freedom of expression.
The ordinance, enacted by the City of Montreal, limits how residents may address municipal workers, prompting the legal challenge.
