The city imposed a $157,000 penalty on the owners of the northeast portion of Îlot Voyageur because a downtown building has remained in a perpetual construction state for roughly two decades.

Located on the northeast block of Îlot Voyageur in downtown Montreal, the site has appeared as an ongoing construction zone since about 2006, leading municipal authorities to levy the fines.

The penalties come as the development has been stalled for approximately 20 years, prompting the city to take action against the owners.
