On November 6, officials from the McGill University Health Centre, which operates Montreal General Hospital and Royal Victoria Hospital, asked residents to avoid the emergency departments because the facilities were handling more patients than they could accommodate.
The hospitals reported that a surge in patients had pushed the emergency rooms beyond their capacity, creating strain on services.
