Chief Fady Dagher of the Sûreté du Québec de Montréal announced a plan to overhaul the police service's culture and to investigate and possibly prosecute the small fraction of officers accused of misconduct, which represents about 1% of the force.
The initiative follows an increase in accusations of police misconduct that has drawn growing public criticism of the SPVM, prompting the chief to promise internal changes and disciplinary actions.
