On Wednesday, Oct. 28, the Movement to End Homelessness in Montreal released a White Paper calling on the Quebec government to focus on the root causes of homelessness in order to cut the homeless population by half by 2030.
The paper argues that a shift away from short‑term fixes toward addressing systemic issues is necessary to achieve the province’s reduction target.
Quebec has already set a goal to lower homelessness, and the network of community organisations says that tackling underlying factors is essential to meet that objective.
