Montreal police say a surge in jewelry store thefts across the city is being carried out by recruited minors, including some as young as 13. Police have recorded 13 such incidents involving teenagers.
The force noted that many of the recent thefts involve teenage participants, pointing to a pattern of youth recruitment in these crimes.
