The Quebec government has quietly removed the legal requirement that $310 million collected from real estate developers for wetland compensation be used for restoring or creating wetlands.
The fund was part of a program that charged developers to offset wetland loss, with the money originally earmarked for habitat restoration or new wetland creation. The change eliminates that spending obligation.
