The Quebec government has removed the legal requirement that $310 million collected from real estate developers be used for wetland restoration or creation.
Those fees were originally gathered to compensate for the loss of wetlands, and the province’s program that collected them for mitigation purposes no longer mandates that the money be spent on new or restored wetlands.
