Uncertified tour guides have formally asked the City of Montreal to repeal the tour‑guide certification bylaw, with a deadline set for 2027.
The group, represented by Misha Pelletier, says its members have experienced harassment from certified guides while working in the Underground City. Montreal currently mandates that all tour guides hold a certification, a requirement that independent guides oppose.
