As cold weather arrives in Montreal, encampments of people without shelter are expanding, according to three local homeless service organizations.
The groups warned that the city’s limited winter shelter capacity is causing more individuals to set up makeshift camps on streets and public spaces.
They also noted that election promises to assist the homeless have not yet been implemented.
