Quebec Premier Paul St-Pierre Plamondon did not attend the Canada‑European Union summit in Montreal on Thursday and Friday, saying he was denied a speaking slot and negotiation authority. He sent chief diplomat Pascal Paradis to represent Quebec in his place.
Plamondon said Prime Minister Mark Carney did not give him the opportunity to speak or negotiate on Quebec's behalf. The summit gathered federal leaders and European Union representatives in Montreal.
