The new chief executive of BHRAGS announced that the emergency shelter it operates near the Gowanus Canal will be converted into a permanent facility.

The executive also stated that the organization currently lacks basic financial and compliance systems.

The shift follows a corruption scandal that highlighted those failures and comes after the shelter’s city contracts were expanded, prompting a review.
