Senior managers of the Department of Citywide Administrative Services are accused in a lawsuit of using private texts, emails and hand‑delivered memos to conceal discussions about a nepotism appointment, with the aim of keeping the hire out of public view. The filing, dated October 14, 2026, alleges that the communications were intended to prevent scrutiny of the appointment.

The department, which oversees city purchasing and leases, is said to have engaged in secret communications to shield the nepotism hire from public oversight.
