The New York City Department of Sanitation has put forward a proposal to increase penalties for landlords whose vacant lots or abandoned construction sites become dirty and attract rats. Under the current rule the fine is $100, while the proposal would raise it to $250.
Officials say the change is intended to curb rat infestations and improve neighborhood cleanliness, noting that many vacant lots in the city serve as breeding grounds for the pests.
