The city’s effort to place temporary HESCO‑style flood barriers in Philadelphia’s Eastwick neighborhood has run into a problem after a proposed permanent levee was judged unfeasible.
Eastwick has long dealt with flooding, and after the permanent levee plan was dismissed, officials turned to the temporary HESCO barriers as an interim solution.
