Eleven grocery and convenience store owners in Philadelphia were indicted on felony charges on Oct. 1, 2026 for submitting false reimbursement requests to Pennsylvania’s WIC nutrition assistance program. The indictment alleges the owners filed claims totaling more than $1 million, of which nearly $1 million was actually received.
Attorney General Dave Sunday announced the charges, stating the scheme was intended to illegally obtain state nutrition assistance funds. The owners are accused of fabricating transactions to receive reimbursement from the program.
Pennsylvania’s WIC program provides supplemental nutrition benefits to low‑income women, infants and children. The alleged false claims involved retailers seeking reimbursement for purchases that were never made or did not meet program requirements.
