Kevin Klein, a candidate in Winnipeg's municipal election, is urging the city to adopt stricter rules on public announcements made by the incumbent mayor and councillors during the campaign.
He says the current permission for sitting officials to issue announcements gives them an advantage over challengers and is asking the city to impose new limits on such communications.
Under the present rules, incumbent officials are allowed to make public statements throughout the campaign, a practice the candidate contends creates an uneven playing field.
