The change means 30 votes are now needed for borrowing, up from the current 26‑vote threshold, and council members said it is intended to curb the city’s long‑standing reliance on debt.

The vote came amid ongoing tensions between the council and Mayor Brandon Johnson over fiscal policy, and the new rule creates the possibility of a fourth mayoral veto.

The reform itself required 34 votes to pass.
