A state report released by the Department of Financial and Professional Regulation’s Cannabis Regulation and Oversight Office shows total dispensary sales fell to roughly $1.5 billion in fiscal year 2026, down from nearly $2 billion in fiscal year 2025, while cannabis consumption rose and tax revenues declined.
The drop in sales happened despite steady or increasing demand, leading to a reduction in state tax revenue. Illinois legalized adult‑use cannabis in 2020 and continues to track industry performance through its Cannabis Regulation and Oversight Office.
