Manhattan Borough President Brad Hoylman‑Sigal and the local community board have urged the city to reject a special permit for a developer’s plan to install a four‑story LED billboard that would overlook Herald Square.

The officials argue that the proposed billboard could have a detrimental impact on nearby residential units, including hundreds of apartments owned by the developer’s family.

The project, which requires a city‑issued special permit, is facing opposition from the borough president and the community board as they push back against the plan.
