A man from Montreal could be charged more than one million dollars after an emergency spinal operation because he lacked Quebec’s provincial health coverage at the time of the procedure.

Quebec’s health plan generally pays for residents, but people without coverage can be billed for urgent medical services, leaving them responsible for the full cost.
